The new Ukrainian leader is well known to the US administration: the WikiLeaks disclosures mention him exactly 100 times, and some of the characterizations given to him by American diplomats are far from flattering.

As the newspaper Kommersant writes, billionaire Pyotr Poroshenko is not a new figure for the US administration: for many years he held high-ranking positions in Ukraine’s government structures. The newspaper found out what American diplomats wrote about the new president of Ukraine in the secret cables released by WikiLeaks. It turned out that in State Department telegrams from 2006–2010, his name is mentioned 100 times and not always in a positive context.

Most of the negative characterizations given to Pyotr Poroshenko by American diplomats date to 2006–2009.

At that time he was a member of parliament from the Our Ukraine bloc and served as chairman of the board of the National Bank of Ukraine. On May 26, 2006, Deputy Chief of Mission Sheila Gwaltney reported to the State Department that Pyotr Poroshenko’s image was “discredited by highly credible allegations of corruption.” Lobbying for his own interests, Pyotr Poroshenko, one of Viktor Yushchenko’s close associates during the “Orange Revolution,” was specifically accused by Prime Minister Yulia Tymoshenko. Due to conflict with her and with the Ukrainian Rada, he lost his post as Secretary of the National Security and Defense Council in September 2005.

In a cable dated February 16, 2006, US Ambassador to Kiev John Herbst calls Pyotr Poroshenko “a disgraced oligarch.” On June 21, 2006, the new head of the American diplomatic mission, William Taylor, characterizes him as an “extremely unpopular politician” who enjoys the support of party leaders “because of his previous business and organizational activity.” A month later, William Taylor writes that Our Ukraine could have fielded promising young candidates in the elections but instead “followed the advice of the discredited oligarch Poroshenko, who has come to embody all the weaknesses of that party.”

From other telegrams by American diplomats, it follows that it was Pyotr Poroshenko, as Ukraine’s foreign minister, who tried to prevent Kyiv from getting too close to Moscow. Thus, a cable from December 2009 states that during a meeting of the NATO–Ukraine Commission, he called on his Western colleagues to “push back against any Russian attempts to secure a sphere of influence or veto his country’s aspiration to join the North Atlantic Alliance.” And in a cable from February 17, 2010, US Ambassador John Tefft, recounting a meeting with Pyotr Poroshenko, writes that it was he who advised Viktor Yanukovych to make his first visit not to Moscow, but to Brussels. At the same time, Pyotr Poroshenko, as stated in the cable, “urged the US not to take too seriously Yanukovych’s statements that he supports Dmitry Medvedev’s proposals for a new security architecture in Europe.” At the same time, according to John Tefft, Pyotr Poroshenko, contrary to the position of the new Ukrainian president, insisted that “Ukraine still aspires to become a NATO member, but in the long term.”

When asked by Kommersant what he thinks of the characterizations in the State Department cables, Pyotr Poroshenko’s press secretary Iryna Friz replied: “He hasn’t read them.”
