France to Ban Specifying Parent’s Gender in Official Documents
Major changes are in store for the French Civil Code. The authorities are working on a bill that will not only legalise same‑sex marriage but also eliminate the words “father” and “mother” from official documents.
As part of the plan to legalise same‑sex marriage, the French authorities intend to ban the use of the words “father” and “mother” in official papers. Instead the word “parent” will appear, which will not cause inconvenience to non‑traditional families. The bill being drafted states that “marriage is a union of two people of the same or different sex”. Moreover, it envisages equal adoption rights for opposite‑sex and same‑sex couples.
French Justice Minister Christiane Taubira commented on the government’s plans to the newspaper La Croix: “Who said that an opposite‑sex couple brings up a child better than a same‑sex couple, that they guarantee better conditions for the child’s development? What is certain is that the child’s interests are the government’s main concern.”
The French Catholic Church has opposed the law, stating that “children should not be subjected to the desires and conflicts of adults”. One of the leading French bishops, Dominique Rey, demanded a referendum on same‑sex marriage, and Pope Benedict XVI even invited 30 bishops from France in order to urge them to fight the new law.
Legalising same‑sex marriage was one of François Hollande’s campaign promises. The corresponding bill will be presented to his cabinet on 31 October.
In December 2010 the US State Department amended the consular documents issued abroad for children of American citizens. In their passports the word “parent” was to appear instead of “mother” and “father”. However, under pressure from criticism a compromise was found – to use the terms “mother or parent 1” and “father or parent 2”.
