Mail-telegram from the Head of the Omsk Gubernia Department of the GPU to the PP GPU for Siberia
Omsk [mid-January 1923]
In response to mail-telegram No. 2073/so, I report that, having entered into an agreement with the administrative department of the gubernia executive committee and the agitation and propaganda department of the gubernia committee of the RCP, the following work has been planned and will be carried out: to infiltrate developed members of the RKSM (disguised as Baptists) into the identified Baptist study groups throughout the gubernia, who will work according to the directives of the gubernia committee of the RCP to blow up the groups from within, while at the same time reporting whether any youth under 18 years of age are being attracted to these groups.
Administrative pressure will be expressed as follows: the administrative department of the gubernia executive committee has issued an order on the registration of all religious cults in the gubernia, calculated so that they will not be able to register (so far not a single community has been registered).
After the expiration of the registration period, an order will be given banning the meetings of unregistered communities. The administrative department will take from us the lists of communities in the gubernia that are registered in the office of the Siberian Department of Baptists, and from them it will also be possible to extract the necessary individuals for pressure.
On the more active ones, according to our instructions, the administrative department will impose unaffordable fines and, in case of insolvency, substitute them with forced labor, which will provide temporary isolation.
The lists of communities requested by you under No. 2073, from which representatives were present at the Baptist congress, have been submitted to you with the communication of January 12th of this year under No. 180/s.
The Gubernia Department of the GPU requests your approval for the measures indicated herein.

Circular No. 673/s of the Siberian Bureau of the Central Committee of the RCP(b) on a new tactic for combating sectarianism
Novonikolaevsk, July 16, 1923
The work on disintegrating sectarian organizations, which in many places has taken the form of administrative repressions against sectarian communities such as refusing to register them in the administrative departments, dissolving them, etc., has led to sectarian organizations going underground, thereby making it more difficult and complicating our struggle against their influence. Therefore, the Siberian Bureau proposes: to stop such a system of administrative repressions locally, not to hinder the registration of sectarian communities, giving them the opportunity to legalize themselves so that they remain within our field of vision.
The center of attention in the work of party organizations and GPU organs should be shifted to the work of their internal disintegration, undermining their ideological influence, breaking them up into separate groups and sharpening the internal struggle within sectarianism itself.

Directive No. 476/s of the Plenipotentiary Representative of the OGPU for Siberia to the heads of the gubernia departments of the GPU
Novonikolaevsk, June 28, 1923
The struggle against sectarianism and the growth of its influence, according to our directives which are evidently being carried out ineptly, has in some places taken on such a character of repressions that we observe sectarianism going underground.
Thus, for example, in Yenisei Gubernia, sectarians, terrorized by the repressions, gather for prayer while maintaining complete secrecy, with strict filtering of those entitled to attend these gatherings. The meeting places are constantly changing, etc.
These facts are very characteristic and compel us to conclude that such conduct of the struggle against the growth of sectarianism creates embitterment and underground groups, or even organizations, counter-revolutionarily disposed toward Soviet power, which will inevitably be forced to engage in active struggle against us or to oppose our measures.
Such a policy, of course, cannot be carried out by the GPU organs. By this, an aura of martyrdom is created around sectarianism as persecuted and prosecuted by the Soviet authorities.
Therefore, all heads of the gubernia departments of the GPU are directed to exercise extreme caution in implementing our directives, observing a certain tact in their approach to sectarianism, and by no means driving the latter underground, as is happening.
Since the directives of the PP GPU on closing, under plausible pretexts, all top-level organs of sectarian organizations, their prayer houses, and the dissolution of the communities themselves have already been implemented throughout Siberia, henceforth do not obstruct the resumption of these sects’ activities through appropriate registration with the administrative departments, but direct our work in combating sectarianism toward their internal disintegration and fragmentation into separate small groups, which, of course, can be accomplished only with solidly organized, influential intelligence which so far is lacking in the gubernia departments; agree on this matter with the gubernia committees.
Report on the work carried out in this direction and its results in the monthly reports on sectarianism.
