Elements of the fight against evangelical believers in Russian legislation — 'Orthodox troikas'

On April 14, 2009, an emergency meeting of the Association of Christian Churches of Russia took place in St. Petersburg, where a new bill submitted by the Ministry of Justice of the Russian Federation was discussed, the ACCR press center reported to the Christian Megaportal invictory.org. The bill will regulate missionary activity in the country, but according to experts, it provides for the infringement of the rights and freedoms of evangelical believers. At the meeting of the Association, the issue of creating so-called “Orthodox troikas” in Russia was considered, which, according to reports in some media outlets, are already being called “the Inquisition of the Russian Orthodox Church.”

Russian media also note that behind the creation of such patriarchal “troikas” are the notoriously known “sectologist” Alexander Dvorkin and Father Dmitry Smirnov. According to the media, the work of such “troikas” will closely resemble that of law enforcement agencies. Within each diocese, a structure will be established consisting of two priests and one layperson, but who this third layperson will be is not specified in the media, although their candidacy will be carefully selected. This structure will gather data on all non-Orthodox churches and then pass it on to the authorities; it will issue summonses to missionaries and ministers arousing suspicion, who will be required to appear for an interview. In the event of disobedience or suspicious behavior, a report will be drawn up, and the minister will face administrative penalties. This is stated in the press release of the Association of Christian Churches of Russia.

“Since Alexander Dvorkin has become the head of the expert council under the Ministry of Justice of the Russian Federation, the schemes for infringing upon so-called ‘sects’ are already clear,” noted the head of the council of the Association of Christian Churches of Russia.

“This body (meaning the ‘Orthodox troika’) could become a powerful weapon of intimidation and manipulation of all non-Orthodox churches and religious associations,” Russian experts note. “This is a direct threat to freedom of religion in Russia, and we may well see a rollback to the times of the USSR on this issue.”

“The Expert Council under the Ministry of Justice is headed by a person with no religious studies education, yet who has become notorious for an uncompromising and highly emotional struggle against those religious movements that he considers harmful. In principle, it is impossible to expect objective judgments on matters within the Council’s purview from such a chairperson,” writes Alexander Markovich, director of the Sova Information-Analytical Center, in Nezavisimaya Gazeta.

The Council of the Association of Christian Churches, whose president is Bishop Igor Nikitin, is preparing an appeal to the President of the Russian Federation Dmitry Medvedev and to the Supreme Court of Russia, requesting protection for evangelical believers. The appeal will state that the Association of Christian Churches of Russia is an officially registered religious organization, just like the Russian Orthodox Church, and that discrimination against one denomination by another violates the Constitution of the Russian Federation and freedom of religion.
